Preheat the oven to 400°. Line a sheet pan with foil and then parchment.
Bring a pot of water up to a boil. When water is at a full boil. Cook Lo-Mein noodles per the box instructions. Drain and lay on the lined pan.
Place the stir-fry beef pieces into a bowl or food storage bag.
In a small bowl mix together soy sauce, rice vinegar, brown sugar, cornstarch, and pressed/minced garlic.
Pour half of the beef and broccoli sauce into the bowl or bag with the meat. Coat the beef with sauce and let sit.
Wash and chop broccoli into 1” pieces. Wash and peel carrot. Using the peeler, shave the carrot into long thin strips. Wash green onions. Remove the bottoms and cut into 1” pieces. Place vegetables on top of the noodles.
Pour the remaining stir fry sauce over the noodles and vegetables and toss to coat.
Add the marinated beef to the pan. Make sure to separate the beef pieces so they will cook evenly.
Add ½ cup of water to the bottom of the tray.
Cook at 400° for 20-25 minutes on the middle rack. Stir halfway through. When the broccoli beef is fully cooked, turn the broiler on high for 5 minutes to add a little crisp to the beef and noodles.
Finish with a sprinkle of sesame seeds, and serve.
